Set Limit to People for Team

It would be nice to have a setting at the Team level that caps how many active people can exist on a team. This value can be accessed only by the administrator - not to be confused with the Team Admin.

The idea is to allow the team to have a "gatekeeper" assigned as Team Admin that can add and remove / deactivate people on the team up to the number that is enforced by the system admin.
