a mass competency upload template would streamline the intensive task of building Job Roles, Competencies and Skills. With this upload, it would map everything: skill > Competency > Job Role. Maybe even include the course(s) the skills need to be mapped to.
Allowing a bulk import CSV upload at the Competency module would significantly reduce the time required to populate the comptencie matrix. A feature similar to the bulk user upload would be a starting point.
