increase in bulk upload above 5,000 at once

I would like to suggest to increase in bulk upload above up to 10,000 at once. Currently, when assigning learners to a course using a csv file, we can upload up to 5,000 users only at once.

For my organization, we have nearly 70,000 users. when we assign users to course, we always need to split the csv file to small one. Plus, we need to update user custom fields regularly by csv file, so dividing and creating files every time is inefficient.

If It could increase the number of users can be uploaded at once, it would improve the responsible personnels’ work efficiency.
