API for Active Users Only for Course Marking

API code for course filters for options to capture only ACTIVE users assigned to a course instead of ALL users assigned to the course. This would solve issue of having a huge list of both ACTIVE and INACTIVE users in the marking list. Course filters *Active Only *Not Completed
